The Unified State Exam was first held in Russia in a number of regions as an experiment in 2001. Since then, it has expanded significantly, and now this form of state certification is considered the only correct one and accepted by the Ministry of Education of the Russian Federation. In order to protect the rights of exam participants during the State Examination, a conflict commission (hereinafter referred to as the CC) is created, which is designed to resolve controversial issues not only regarding the evaluation of examination work, but also regarding compliance with the requirements of the State Examination procedure.

The State Examination Participant has the right to file an appeal to the Control Committee in writing:

• about violation of the established procedure for conducting the Unified State Examination in the relevant academic subject;
• about disagreement with the assigned points.

The conflict commission does not consider appeals on the following issues:

The student submits an appeal about a violation of the established procedure for conducting the State Examination on the day of the examination in the relevant academic subject to an authorized representative of the State Examination Committee, without leaving the PPE.

In order to verify the information contained in the appeal about violations of the established procedure for conducting the State Examination, an authorized representative of the State Examination Committee organizes an inspection with the participation of the organizers, technical specialists in working with software, specialists in conducting instruction and providing laboratory work who are not involved in the classroom in which the student took the exam , public observers, law enforcement officers, medical workers, as well as assistants providing the necessary technical assistance to students with disabilities.

The results of the inspection are presented in the form of a conclusion. The appeal and the conclusion on the results of the inspection are transferred on the same day by an authorized representative of the State Examination Committee to the conflict commission.

When considering an appeal about a violation of the established procedure for conducting state inspection, the conflict commission considers the appeal, the conclusion on the results of the inspection and makes one of the decisions:

• dismissal of the appeal;
• on the satisfaction of the appeal.

If the appeal is satisfied, the result of the exam, according to the procedure of which the student filed an appeal, is canceled and the student is given the opportunity to take the exam in the relevant academic subject on another day, provided for by the State Examination Schedule.

An appeal about disagreement with the assigned scores, including the results of re-checking the examination work, is filed by GIA participants or their parents (legal representatives) on the basis of identity documents within two working days following the official day of announcement of the GIA results in the relevant academic subject , directly to the conflict commission or to the educational organization in which they were admitted to the State Examination. The head of the educational organization who accepted the appeal transfers it to the conflict commission within one working day after its receipt.

Students and their parents (legal representatives) are informed in advance about the time and place of consideration of appeals.

When considering an appeal about disagreement with the assigned scores, the conflict commission requests from the RCIO printed images of the examination work, electronic media containing files with digital audio recordings of the student’s oral answers, copies of protocols for checking the examination work by the subject commission and examination materials completed by the student who filed the appeal.

These materials are presented to the student (with his participation in the consideration of the appeal).

The student (for students under the age of 14 - in the presence of parents (legal representatives)) confirms in writing that he has been presented with images of the examination work he completed, files with a digital audio recording of his oral answer (in the event of his participation in the consideration of the appeal).

Based on the results of consideration of the appeal about disagreement with the assigned points, the conflict commission makes a decision to reject the appeal and maintain the assigned points or to uphold the appeal and change the points. In this case, if the appeal is granted, the number of previously assigned points may change either in the direction of increasing or decreasing the number of points. Consideration of an appeal about disagreement with the assigned points is carried out within four working days following the day of its receipt by the conflict commission.

If errors are detected in the processing and (or) verification of the examination work, the conflict commission transfers the relevant information to the RCIO in order to recalculate the results of the State Examination.

After approval, the GIA results are transferred to educational organizations, local governments, foreign institutions and founders to familiarize students with the results they received.

The Unified State Examination procedure provides for the Unified State Examination participant the opportunity to file an appeal in two cases.

Appeal about violation of the established procedure for conducting the Unified State Exam

Such an appeal is submitted on the day of the exam immediately after its completion. If a USE participant wants to file an appeal, he must do so before leaving the PPE (exam reception point).
You must inform the exam organizer of your intention to appeal and receive a form on which to file an appeal.
The appeal is written in two copies and submitted to the authorized representative of the State Examination Commission (GEC), who must affix both copies with his signature, after which one copy is given to the Unified State Examination participant, and the other is transferred to the conflict commission.
The result of the appeal consideration must be provided to the graduate no later than 3 calendar days after its submission. When filing an appeal, you need to find out where you can get an answer about its consideration. Usually, the result of the appeal can be found at your educational institution (educational institution) or at the local education authority (local education authority).

An internal investigation is being conducted into the appeal. If violations of the established procedure for conducting the Unified State Examination are confirmed and it is recognized that they could have a significant impact on the graduate’s work results, then the appeal is granted.

Attention:

An appeal will not be accepted if a violation of the exam procedure and established rules was committed by the Unified State Exam participant himself.

What is the outcome of an appeal if it is successful?

The Unified State Examination result is canceled and the participant is given the opportunity to take the Unified State Examination in this subject on another day. Another day is a reserve day for taking the exam in this subject. The date and place of retaking the Unified State Exam are determined for all persons taking the exam on a reserve day.

How and when is an appeal filed?

Such an appeal can be filed within two working days after the official announcement of the Unified State Examination results and familiarization with the results of the work.
If a USE participant does not agree with the result and intends to file an appeal, then within two working days he must draw up an appeal in any form or in the form received from the head of his educational institution (for current year graduates), or the executive secretary of the conflict commission - for graduates of previous years.
The appeal is drawn up in two copies and handed over to the persons indicated above, who must accept it, certifying both copies with their signature. After this, one copy is returned to the Unified State Exam participant, and the other is transferred to the conflict commission.
The Unified State Examination participant must receive information about the time and place of consideration of his appeal.

How is an appeal processed?

The Unified State Examination participant has the right to be present at the procedure for considering his appeal. You must have a passport and a pass with the stamp “Unified State Exam Forms Passed” (or PPE stamp).

Attention:

If the Unified State Examination participant is under 18 years of age, his parents or legal representatives, who must have passports with them (legal representatives must have documents confirming their authority), may be present instead of him or with him during the consideration of the appeal.
Teachers or tutors of the Unified State Examination participant are not allowed to attend the appeal hearing.

The Unified State Examination participant confirms in the appeal protocol that copies of the forms have been presented, the answers in the forms are recognized correctly, and signs the appeal protocol.

If the Unified State Examination participant or his parent (legal representative) does not appear for the appeal hearing, the correct recognition of the forms is confirmed by members of the conflict commission.

Attention:

• Appeals regarding the content and structure of CIMs are not accepted for consideration.

In what cases can you file an appeal?

At a time when the Unified State Exam was just becoming part of all-Russian practice, it was believed that such an appeal was a lost cause. The commission was reluctant to hand out works for review, and outsiders, which even included parents of schoolchildren, were not allowed to attend the procedure. Moreover, the students were afraid that the commission could revise the results of the Unified State Exam only in the direction of lowering the scores, and not all graduates were ready to take such a risk.

Today, an appeal is considered not such a difficult matter. The main thing is to understand what exactly you disagree with and how to proceed. In Russian practice of passing the Unified State Exam, there are two options for appeals:

• challenging the examination procedure itself, violations of which led to the fact that you were unable to write the exam as successfully as possible. For example, such a case is considered to be a shortage of draft forms for students. The appeal must be submitted immediately after the end of the exam and, as practice shows, it is satisfied;
• challenging points received for the Unified State Exam – such appeals most often affect subjects of a humanitarian nature. Many schoolchildren dispute the results of the essay on,. The exact items are rarely disputed. This appeal must be submitted after the announcement of the exam results. You must write an application within two days after the result is brought to your attention.

The appeal statement is written to the conflict commission - a special structure that was created to protect the rights of students. It is worth remembering that the powers of this body do not include such issues as:

• a mark given for solving tasks that require a short answer - there is nothing to interpret in this part of the KIM, so the written word, combination of words or number is simply assessed based on the fact of its correctness;
• violations that were committed by the student himself. Disputing the fact that you were sent out the door because of conversations with a neighbor or cheating will definitely not work;
• lost points due to the fact that the student completed the work incorrectly, mixed up the lines for entering answers into the examination form, and the like. The student’s inattention remains solely on his conscience;
• evaluation of draft forms. Even if you wrote an excellent essay, but did not have time to rewrite it on the answer sheet, it is useless to demand that this sheet be checked. During the exam, they immediately warn that the draft exists only for the personal convenience of the examinee, but is not checked by members of the commission.

When and how does the appeal take place?

The schedule for the Unified State Examination, as well as the deadlines for filing appeals and their consideration, will be published by Rosobrnadzor by mid-January. Based on their practice in past years, we can say that an appeal is usually scheduled 2-3 days after receiving applications (but no later than the 4th working day). For example, if the exam results were announced on June 14, then no later than June 15-16 you will need to file an appeal, and the procedure itself will be scheduled for the 17-20.

As mentioned above, this application must be submitted immediately on the day of the exam - before the student leaves the examination class. The application must be written in two copies - the first of them goes to the conflict commission, and the second remains with the student. The graduate must ensure that a member of the examination committee puts a note on the application indicating that the document has been accepted for consideration. The appeal procedure is carried out with the mandatory presence of certain persons, which include:

• organizers who were not part of the examination observers;
• specialists responsible for the technical part (for example, video surveillance in the classroom);
• public observers;
• employees responsible for security;
• health workers.

The application must be registered in a special journal and reviewed within two days after submission. The date, place and time of the procedure must be communicated to the student and his parents or legal guardians.

As a result, the commission may satisfy the student’s demands, or, on the contrary, decide that they have no basis for satisfaction. A positive decision by the commission means that the result of the work will be canceled, and the student will be able to rewrite the Unified State Examination - special days are allocated for this in the schedule. If the decision is negative, the exam result remains unchanged.

Appeal in case of disagreement with the points received

This type of appeal must be submitted within two working days from the announcement of the Unified State Examination results in the subject. As in the previous case, you will need to write two copies of the application, sending one of them to the conflict commission (through the school director or an employee authorized by him), and keeping the second for yourself. The application must be marked with a note indicating that it has been accepted for consideration and is in accordance with the form. You need to request a form with 1-AP encoding.

Note: if the appeal is filed by a person who graduated from school earlier than the current academic year, it must be given to the employee representing the place of your registration for the Unified State Exam.

The decision to hold an appeal must be made no later than 4 working days after the conflict commission receives such an application. Each application is registered and information regarding the date, time and location of the appeal is communicated to the student (or parent or guardian). If the student is under 18 years of age, legal representatives can come to the appeal without the student. You need to show up at the indicated place with your passport and pass.

The student must be shown a package of his documents and the written conclusion of the commission on the subject. At this stage you need to be especially careful: the student will have to sign that the scanned or written work, audio files with answers and protocols for the oral part of the exam are yours. Members of the appeal expert committee must give a clear answer as to why certain points were assigned. The procedure takes no more than 20 minutes per student. As a result of this event, the commission can decide:

• reject the student’s requests and retain the assigned points if no technical or other errors were found during the assessment process;
• satisfy the appeal and change the scores if errors were identified in the technical part or the scoring procedure. However, it is worth remembering that points can be revised in both directions (increased or decreased).

How to behave during an appeal?

Students who have previously faced the appeal procedure have formulated some useful tips and recommendations for the 2017/2018 graduates. So, how can you increase your chances of a favorable outcome from the procedure?

• Go to the appeal with your mom, dad, or another adult who can represent you. Yesterday's schoolchild will most likely be at a loss in the face of a conflict commission. In addition, he may be given an answer that is devoid of specifics. Mom, dad or another loved one will help you feel much more confident, and their opinions and arguments can play a decisive role in the dispute.
• Insist that the work be rechecked in your presence. Quite often, the graduate is told that the work has already been double-checked, and the commission decided to leave the result unchanged. Remember that this state of affairs grossly violates your rights - an appeal in absentia is possible only if the student and his representatives simply did not appear for the procedure. The final decision on the work must be made in the presence of the appellant, and the members of the commission must explain each point deducted.
• Do not leave the appeal venue until a full explanation of the committee's work and decision has been given. All underestimated scores must meet the criteria for evaluating the work, so do not accept as an answer the general formulation that the scores for the solved CMM are already high enough. Until you are satisfied with the explanation for each point deducted, do not sign the appeal paperwork.
• Don't give up halfway. If you have already decided to appeal, then, in essence, there is nothing to lose. If they are trying to intimidate you, the commission does not give clear answers, and the procedure is far from objective, you can file a second appeal (of a federal nature). With this procedure, the work is sent for re-checking, and the new commission does not know how many points you were awarded last time. Of course, this is not a clear chance of success, but you will know for sure that you did your best.
• Don't be afraid of this procedure. A significant portion of students who are not satisfied with their results are simply afraid to appeal so as not to lose additional points. Of course, if a member of the commission finds additional errors during verification, the points may be revised downward. However, if you look at the statistics of appeals, you can see the following figures: the commission of the Tomsk region made a positive decision on 25% of all appeal applications in 2015 alone. The same percentage of positive results was registered in the Tyumen region - out of 900 appellants, only eight had their scores reduced. The commission, which met in the Khabarovsk Territory, increased the grades of a third of the children who submitted an application, and the rest of the works remained with their scores.
• Behave calmly and confidently. Take this procedure as an opportunity to defend your position, and not a showdown in a raised voice. If you are rude, shout or throw accusations and threats, they are unlikely to meet you halfway.

What should you do before the appeal day?

It is quite clear that going through such an exciting procedure as an appeal will require certain moral and psychological preparation. In this case, several effective tips will help you:

• refresh your memory of your work. After the scores are announced, the students' work is displayed in their personal accounts. Carefully read the scoring criteria to understand how objective you consider the commission’s decision on each point;
• go to the subject teacher or tutor with whom you prepared for the Unified State Exam - they will help you sort out ambiguous points and give recommendations on how to behave and explain your opinion. In some cases, teachers can prove to you that there is no mistake, so there is no need to waste time and nerves on appeal procedures;
• For each point with which you disagree, formulate a precise question to the commission in advance so that the conversation is substantive and you can explain why you used this or that argument, quote, analogy or characteristic. Argumentation supported by specific facts looks more compelling.

A few years ago, it was better not to interfere with appeals based on Unified State Examination scores. It was more than problematic to really look at my own work; the accompanying persons, even if they were the appellant's parents, were mercilessly cut off from attending the commission.

And in order to finally discourage children from complaining about injustice, the appeal commissions were allowed not only to refuse to increase points, but these points lower. And in a number of cases they did just that, after which the appellants’ movement not only, according to Radishchev, “came to a standstill,” but noticeably subsided for several years.

The new appeal rules are more child-friendly. Now in Moscow you can look at your work in your personal account, analyze it, consult with your teacher and parents, and only then decide whether to appeal. In addition, this is the second year that public observers have been present at the appeal. However...

Writing an appeal against violations of the procedure is not difficult: the main thing to remember is that this can only be done immediately, without leaving the exam. This is exactly what, we note, was done during the current campaign by the children who did not have enough additional forms for the Unified State Exam in Literature. And their appeals were granted.

But with an attempt to improve grades, the situation is more complicated. Especially in humanities subjects with their inevitable interpretative bias: “In the exact sciences,” mathematics and physics teachers assured MK, “there are no problems with evaluating work, including during appeals, since a number is a number, and a formula There is a formula - either they are correct or they are not.”

The bulk of this year's appeals are still ahead. However, a couple of typical situations can be considered using the example of last year.

This is a very nervous and unpleasant procedure: the children do not understand why their score was lowered and cry, and the members of the commission sit with stone faces, do not listen to explanations and insist on their own,” Olga, the mother of a last year graduate, told MK. “Parents They are sure that they have an unspoken order not to raise their grades: they say that in this case they will be deprived of bonuses.

And this is very similar to the truth: my daughter, for example, had her score reduced because she used not two quotes, but five, in a mini-essay in the Unified State Exam in Russian. And at the appeal they said: “If you lose your license, we’ll count one more citation and generally lower the score.” And in general they behaved very harshly. The child began to cry and we left.

“I filed an appeal in the Russian language,” says last year’s graduate, an excellent student, Lisa. “I wrote sample papers for 100 points, but received only 82.”

In particular, it seemed to me unfair to reduce the score for the phrase “listen to persuasion” (we were talking about the dialogue between Lopakhin and Ranevskaya in “The Cherry Orchard.” - "MK"). But they didn’t add a single point to me: the members of the appeal commission stated that they “had not heard such a turn of phrase,” although I consulted with the teachers, and they confirmed that it was quite possible. At the same time, there was not a single public observer at the appeal - only two members of the commission...

Nikita's problem at last year's Unified State Exam in Russian turned out to be typical. He, like many other graduates, had his grades reduced for, according to the inspectors, incorrectly defining the problem and topic of the texts they received.

Thus, in Nikita’s case, it was believed that the correct answer was “ecology of speech,” and not just “ecology,” as he wrote. True, the members of his appeal committee were polite and friendly. And they even recognized the reason for Nikita’s mother’s reference to a phrase from the keys to the assignment, which allows us to interpret the ecology in question in the literal sense of the word. But the appeal was nevertheless rejected, with the advice to file a complaint with Rosobrnadzor. Mom did just that. And there the rating, although partially, was increased.
